Adams County voters can begin casting their ballots on Tuesday, April 8 for the May 6, 2025 Special Election, which will determine the future of Ohio’s State Capital Improvement Program (SCIP). The only item on the ballot, State Issue 2, proposes a constitutional amendment to renew funding for local infrastructure projects—without raising taxes.
The program, in place since the 1980s, has supported road, bridge, water, and sewer upgrades in Adams County and across Ohio. Without approval, the program will expire on July 1, 2025. As of Sunday, only 33 Adams County voters had requested a mail-in ballot or voted early at the Adams County Board of Elections.
