As first reported in the Informer in May 2020, a Winchester man, Billy Jay Sheeley and Amber Brewer of Hamersivlle were charged with raping multiple children. Earlier this month, Sheeley plead guilty to two counts of rape involving children and one count of gross sexual imposition and was sentenced to two life sentences in prison. Sheeley will be eligible for parole after 35 years.
According to reports, the case came to the attention of local authorities after a tip from the National Center for Missing and Exploited Children and the Internet Crimes Against Children task force. In May 2020, the Brown County Prosecutor’s Office said the tip helped authorities by linking online child pornography to accounts shared by Sheeley and Brewer. A search warrant was later issued for Sheeley’s home and he was arrested following the search.
Court documents reveal that Amber Brewer told investigators that she sent Sheeley photos because he asked for them and she always had fantasies about doing these types of sexual things with small children and Sheeley shared her desires. Sheeley told investigators there was a lot of child pornography on his phone and admitted to receiving nude pictures from Brewer. The pair raped both boys and girls, according to authorities.
Brewer had already been sentenced to life in prison without parole.
